Saddam's nuke programme was no threat to anyone, according to enlightened opinion, but its parts "may have unleashed a proliferation crisis", according to the United Nations and Hans Blix.

The UN couldn't show how much better its inspections could have safeguarded the nuclear scrap metal, because it withdrew from Baghdad when the Islamists accepted an open invitation to bomb UN headquarters.
