OIL IS ALL ABOUT SECURE SUPPLY, as the Belmont Club points out.
That overexploited public resource, in this instance, is American lives, or to be perfectly fair, Coalition lives. The classic solution would be to charge nations a surcharge for oil to compensate for their lack of contribution to the security of a resource which they use.

Try selling that one to brother Jacques. Or to President Hu of China, whose visit to the French parliament was boycotted by half of France's MPs, but would find common ground with France on letting the US pay their bills.
