The IBA [Israeli Broadcasting Authority] collectors threaten drivers that if the [annual television] tax collection isn't paid - in most cases they demand the maximum, seven years' accumulated tax - their cars will be impounded. A tow truck sitting next to the roadblock makes the point perfectly clear to the hapless drivers.

This system of has brought millions of shekels into the state's coffers since July 2003. The amount owed by a driver is tallied on the spot, with the help of computerized data collected by the Interior Ministry.
